The useful question is therefore not “which certificate should I get” but “what will my team be able to do with an agent”. AI literacy at work: the rule in the EU since July 2026
What the text says
Across the EU, Article 4 of Regulation (EU) 2024/1689 has been replaced, since 27 July 2026, by Regulation (EU) 2026/1744 of 8 July 2026. It reads: “Providers and deployers of AI systems shall take measures to support the development of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf”.
The text, published in the Official Journal of the European Union on 24 July 2026, adds: “This obligation does not require providers or deployers to guarantee any specific level of AI literacy of any individual.”
The European Commission confirms this flexibility in its AI literacy questions and answers updated on 20 October 2026: “There is no one size fit all when it comes to AI literacy and no strict requirements or mandatory trainings are imposed.” No certificate is needed; organisations can keep an internal record of their trainings and other guiding initiatives. The Commission does add a warning: relying only on a system’s instructions for use, or asking staff to read them, may prove ineffective in many cases.

Funding training with France’s CPF, certification required
In France, the personal training account (CPF) follows a rule set by Article L6323-6 of the French Labour Code. Only courses that end with a certification registered in France’s national register of professional certifications, an attestation of validated skill blocks, or an entry in the Specific register can be financed. Outside these cases, the account funds nothing.
Before you pay
If you are aiming at the CPF, ask the training provider for its certification’s registration code: without it, the account cannot finance anything. Another safeguard: under Article L6316-1 of the French Labour Code, a provider funded by a skills operator (OPCO), the French State, a region, the Caisse des dépôts or France Travail must be certified.
